Lumabas sa financial profile ng mga lalawigan noon 2019 at ng Census noong 2020 na ang Ilocos Norte na balwarte ng mga Marcos ang pinakamahirap na probinsya sa rehiyong ito.

Mula 1998 ay mga Marcos na ang namumuno rito ngunit makalipas ang 20 taon, hindi pa rin nila napaunlad at napayaman ang probinsyang ito.
